In the 1970s, amidst rampant political corruption, Gangnam in southern Seoul undergoes rapid development. Childhood friends Jong Dae and Yong Ki, already struggling to survive, lose their shanty homes to local thugs. Desperate for money, they participate in violent political clashes and become separated during a skirmish. Three years later, Jong Dae lives an honest life with Kil Su, a former gang leader. Meanwhile, Yong Ki has joined Seoul’s most powerful criminal gang, the Myeongdong-pa, and is embroiled in a high-stakes battle over land in Gangnam to amass secret presidential election funds, inflating the city's value.
