Inspector Chae Yi Do is tasked with investigating a series of brutal murders and swiftly fingers Kim Gwang Il, a wealthy North Korean defector, as the prime suspect. However, Yi Do's efforts are stymied when he discovers his own government's complicity in protecting the suspect. Meanwhile, backed by the CIA, National Intelligence Services agent Jae Hyuk is instructed to obstruct the police inquiry into Gwang Il. Despite mounting evidence against him, Yi Do is compelled to release the suspect and faces suspension for merely carrying out his duty.
